Only the workspace owner makes Administrators, and Self-service and Base change only their own drafts

Inviting or promoting an Administrator is now the owner's alone on every path. Self-service and Base users add items to, and delete, their own bookings only while they are drafts.
Shelf now decides every role question in one place, and a few rules got stricter along the way. The ones you will notice:
- Administrators come from the owner. Only the workspace owner can invite someone as an Administrator or promote a member to Administrator, on every path: the invite dialog, a resent invite, the Change role dialog and a CSV user import. Administrators still invite and manage Self-service and Base users. A CSV file from an Administrator that contains an
ADMINrow is refused as a whole. - Demotions hand records to an Administrator. When you lower someone's role, the records they owned can go to the owner or another Administrator, not to a Self-service or Base member. An Administrator lowered by your identity provider's group mapping hands over the same way as one lowered by hand.
- Self-service and Base change only their own drafts. They can add items to their own booking, and delete it, only while it is a Draft. Self-service users can still take items off a Reserved booking and cancel it. Base users cannot cancel or archive a booking on any path.
- Audit details belong to Administrators. Editing an audit's details or changing who it is assigned to needs the Owner or an Administrator, and the assignee must be a member of the workspace.
